It's possible that it could be the multifunction switch cause when they go bad, weird things can happen. Some stuff could work and not others such as his lights situation. For instance, the one in our truck is going bad but the only thing that is affected is the blinker relay. It goes crazy once in awhile but everything else works just fine. They could be quite pricey to replace too.

Do the taillights work when you have the headlights on? If the taillights don't work but the dash lights do, then it is mostly likely not the fuse. Usually those two are on the same fuse.
