any mod done to a antique or classic car revokes the qualification, and though i dont think wheels are really modifications, the state does. It doesnt have to be hub caps, it has to be OEM style wheels, which now that i think about it, yours look like they are.

Your best bet would be to get some kind of documentation showing that it meets manufacture specs and send it to them
